Unilever believed that if it clearly stated, from the outset, it's expectations regarding the outcome and deliverables, this would be a key factor in the eventual success of the Payroll Project.

A Quality Plan aimed to clarify the expectations, so that they could be agreed with suppliers appointed to the project. The plan also aimed to identify the means by which achievement could be assessed upon product delivery. In essence, it established the quality regime that would apply to the Project.

It was important to differentiate between the types of products created by the project and the quality mechanisms put in place (click to expand):

Management – products from the project management function e.g. project plan, PID, brief etc.

Project plan updated on a weekly basis.

Risk log to be analysed on a weekly basis.

Product checklist to be maintained.

Management products available for inspection.

All team personnel working to same versions of plans.

All product versions to be capable of being tracked.

Reports produced on time with effective content.

Work packages have signed agreement of team managers.

Specialist - the actual products that are to be delivered by the project e.g. new payroll system, environment in which to run it etc.

All documents to be subject to independent peer review (if possible via intranet).

All products to be subjected to Quality review, Peer Review or Specialist Test plan before final product sign-off. The required reviews are indicated against each product.

Quality - those items associated with quality control e.g. quality log, product descriptions etc.
